(1) The planning authority or any officer authorised in this behalf by the Government shall, for the purpose of this Act, have the same powers as re vested in a Court under the Code of Civil Procedure, 1908 (Central Act V of 1908), when trying a suit in respect of the following matters, namely:-
(a) discovery and inspection;
(b) enforcing the attendance of any person and examining him on oath
(c) compelling the production of books of account and other documents and
(d) issuing commissions,
(2) Any person summoned merely to produce a document shall be deemed to have complied with the summons if he causes such document to be produced instead of attending personally to produce the same.
